What's Subversion For?

I saw this message http://xach.livejournal.com/193855.html on Planet Lisp and was excited. I followed the links and ended up here http://article.gmane.org/gmane.lisp.openmcl.devel/2878. This article has a link to a Subversion system. I wanted to get Closure CL for my Windows box (win32) but have never used SVN before. I navigated to something that looked similar to this: wx86cl.exe and I downloaded it. Clicking on the downloaded .exe file doesn't do anything. How do I go about doing it?

For Clozure CL, you can browse the repository online.

Also, when getting wx86cl.exe, remember to get wx86cl.image and put it in the same directory.
